Total Acquires Major Oil and Gas Assets Across East Africa

French oil supermajor Total SA (NYSE:TOT) has acquired oil and gas installations in east Africa for an undisclosed amount, covering assets in Kenya, Uganda and Tanzania.
The major acquisitions reportedly are in line with Total's diversification policy, which focuses on building up logistics at a time when cost-profit equations have rendered extraction less attractive.
The deal to acquire assets belonging to Gulf Africa Petroleum (GAPCO) includes two logistical terminals, one in Mombasa, Kenya, and the other in Dar es Salaam, Tanzania. The deal also gives total a network of 100 gas stations in the region.
The deal still has to be approved by the authorities of Kenya, Tanzania and Uganda.
"This acquisition is in line with Total's growth strategy for the distribution of petroleum products and services in Africa, which aims at expanding in fast-growing regions while maintaining high profitability," Momar Nguer, president of Total Marketing & Services, was quoted as saying.
A company spokesperson also noted: "The acquisition of these assets, which are complementary to Total's existing operations in Kenya, Uganda and Tanzania, will strengthen Total's logistics in the region and significantly accelerate the growth of our service station network, particularly in Tanzania, while leveraging the Total brand."
Gapco is a holding company incorporated in Mauritius with operating subsidiaries in Kenya, Uganda and Tanzania. Reliance Industries Ltd (RIL) has sold its 76% stake in GAPCO to Total. According to Reliance, GAPCO now operates 108 retail outlets and owns 260,000 kilo liters of storage capacity.
Total SA's stock dropped 0.79% or $0.39 on 31 May, reaching $48.9 per share. The company's shares are down 3.475 since October last year.

Kampala — Having invested over EUR 8.3 billion of commitments worldwide in 2015, 15% up compared to 2012, the French Development Agency (AFD) has achieved another historic year for its activities to promote new economic-growth and both more resilient and inclusive development.
This level of performance is reflected accordingly in Uganda where AFD committed over € 73 million in 2015, doubling its interventions in Uganda over the last two years according to Yves Boudot, Director Agence Francaise de Developpment or the French Development Agency.
Boudot said with a view of supporting sustainable and equitable development in four main sectors: water and sanitation, energy, environment and climate change, private sector, consistent with the main priorities raised by the Government of Uganda and private sector players, and in line with the Sustainable Development Goals (SDGs) and the Paris Agreement on Climate change reached during COP21*, the French government development arm committed all the funds.
"AFD Group has been operating in Uganda for almost twenty years, initially via its subsidiary PROPARCO, then with AFD itself. Since 1998, over €450 million have been injected in development projects in Uganda, with more than € 240 million over the past three years," said Boudot.
He said they are focused on supporting the energy sector , generation of renewable energy, extension of the national grid and regional interconnection, improved access in rural areas;
"Improving water supply and sanitation systems in urban areas like the Gaba water works and the urban sanitation projects have been key on our agenda," said Virginie Leroy Country Representative Agence Francaise de Developpment in Uganda.
She said promoting private sector through public-private partnership, credit lines and guarantee scheme to local banks, credit facilities and equity sharing for companies are some of the priorities they are focusing on

Drafted by France to enhance the diplomatic communication and social media engagements of Uganda diplomats and foreign policy students, the French embassy has partnered with Victoria University to train diplomats in the country.
The training, which is coached within the diplomatic framework of the French National School of Administration, will cover how social media is affecting diplomacy and also equip diplomats, mainly drawn from the Ministry of Foreign Affairs on the emerging digital concepts of diplomacy.
Speaking to New Vision, Sophie Makame, the French Ambassador to Uganda said the training, which is the first of its kind, would deepen the relationship between France and Uganda and also expand gates for skilling diplomats in the country.
The diplomatic sessions are being run by Alessandro Giorgini, the deputy director of communication and press at the French Ministry of Foreign Affairs and International Development.
